Police Memorial Day May 7, 2008

 

Police Memorial Day was held at Legislative Hall on Wednesday May 7, 2008.  A day in which all citizens of Delaware remember our fallen brothers and sisters of law enforcement.  This years event was a salute to our fallen comrades and present day law enforcement officers.  The following dignitaries made excellent remarks:

  • the Honorable Lt. Governor John C. Carney Jr.

  • the Honorable State Attorney General Joseph R. "Beau" Biden 111

  • the Honorable Thurman Adam, President Pro Tempore State Senate

  • the Honorable Bif Lee, State  Representative

  • Sgt. Vincent Fiscella, President Delaware State Trooper's Association

  • Mrs Eleanor Allione, Preseident Delaware Charter COPS

Citizens put aside one day a year to remember and pay tribute to all fallen law enforcement officers, but the families and brother and sister law enforcement officers remember these heroes very day of their lives.

Approximately 80 people attended the dinner representing law enforcement agencies from throughout the state.

The Delaware Fraternal Order of Police Biennial Convention was held October 12 to October 14 in Ocean City, Maryland. Over 125 people attended with a delegate count of 110.

The conference opened with a welcome from the FOP President of Ocean City Police Department. The rest of the morning of the first day was normal FOP business with reports from all State Board members. Larry Mitchell in his Vice President’s report thanked everyone involved with him over his career as both a police officer and as a FOP member. The afternoon session of the first day was dedicated to the endorsement of candidates running for local offices.

After the report from the Memorial committee, a power point presentation of Police Memorial Day 2006 was presented. The presentation was very well recieved.

The second day of the conference opened with Grand Lodge President Canterbury speaking to the conference. He proudly explained the many changes happening within the FOP nationally. The changes are making the organization more proficient and helping to serve every member of the Fraternal Order of Police better. Then President DiSabino opened the floor for candidates for the elected positions with the State Lodge. All candidates nominated were unopposed.

Next on the agenda Friday morning was an open invitation for the candidates running for the United States Senate and House of Representatives to address the delegates. Then both candidates for Delaware Attorney General spoke to the delegates. After hearing the candidates, the delegates would vote on who the State FOP would endorse. Neither Senator Carper nor Representative Castle showed and only the challengers spoke to the delegates. Jan Ting is challenging Senator Carper and Dennis Spivack is challenging Representative Castle.

Bother Attorney General Candidates, Beau Biden and Ferris Wharton, addressed the delegates. Both gave very convincing arguments for their endorsement.

After the candidates were finished addressing the delegates, each lodge went into caucus to discuss the endorsements. When the general meeting was called back to order, Lodge 5 put a motion on the floor for a secret ballot and individual voting for each position. The delegates from Lodge 5 had two issues: split endorsement for the candidates and questions about the non-appearance of the two incumbents.

The motion passed and a secret ballot was done. The delegates endorsed the following candidates: Senate race-Jan Ting and Representative race-Mike Castle. There was not an endorsement for Attorney General because there was a tie in the voting.

The day ended with Senator Biden speaking to the delegates asking for support in bringing back the crime bill for more police offices.

Saturdays session was very short with the vote taken for the new Board of Directors for the State Lodge. Present Canterbury swore in the new board.

The convention ended with a crab feast later that day.

Qualify for the HR 218 Law

 

NEW CASTLE COUNTY POLICE ...

FIRST DEPARTMENT IN THE STATE

TO QUALIFY IT'S RETIREES

UNDER THIS NEW LAW

 

On February 22, 2005, 40 of the 179 New Castle County Police Retirees

responded to the notice sent out by County Police Colonel  Dave McAllister,

notifying them that the County Police Department was complying

with the new federal law by staging a qualifying course

 for those that want to participate in this program.

 

Going further then the law now requires, the Colonel ran a refresher course

to up-date those Retirees that have been away from the job for some time.

Everyone was brought up to date on the latest laws and

a new department policy was developed just to fit

the new law requirements for Retirees.

The Colonel supplied the Range Instructor and has issued new

Retired Police Officer ID cards

with the notice of  "HR218 Qualified" inscribed on the ID card.

to help you acquire your permit.

 

To all our  New Castle County Police Retirees residing out of state,

I came across a memo from the previous Attorney General, John Ashcroft, on the

FOP's Grand Lodge web-site.... in it there is a direct response for all Retirees living out of their state where they retired. (Click on the link below to read the memo)
 
H.R. 218, the "Law Enforcement Officers' Safety Act"

I had several discussions with NCCPD's Colonel David McAllister and we have come up with a plan that should satisfy everyone.

The HR 218 Law say's you can qualify at a qualified range (police or civilian) in the state where you now reside. You will have to carry their certificate or card for qualifying along with a new Retirement ID.  The law says you need your picture on it and our old ones don't have that, so we have to get you a new one.

So here's the plan.... The Colonel will send you a blank "NCCPD Retirement" card. You will have to sign it and place a finger print on the card in the prescribed place and type in the required information on the back. You will have to get a 1"X1" passport color photo taken and send it back with the card. You then mail the card and photo back to the Colonel...

He will officially sign it, laminated, record your information for the department's files and mail you your new Retired card.

Special note: The department is not responsible for proving that you have fired at a range in order to prove you have met the criteria... they only have to say that you have retired in good standing... Under the law for out of state Retirees it's your responsibility... therefore you must carry both cards with you... the Retired photo ID and the passing certificate and/or card from the range in your state, in order to carry a weapon.

you might want to check with the department that you retired from

and see if they will issue you a card that complies with the HR218 Law.

(that means a photo, retirement date, general information, signature)

who publishes our Journal and with their help has established guidelines for future articles that we submit for publishing.

He ask that you refer to the below guidelines:

Editor Guidelines

July 2003

1. It is the responsibility of the editor to compile all materials (articles, photographs, etc.) for the organization's publication. In addition, the editor should check grammar, spelling, accuracy and timeliness (where applicable) of all submitted materials.

2. All text materials should be sent on disk (zip, cd, or floppy) or by email. Please send copy in Word. We can translate other software, but Word is almost universally used. Materials should be in standard upper and lower case; do not send material in all caps.

3. Include a cover sheet listing all the items being sent, specifying any photos for each article. For example: presidents message (use pick up photo); exec. director's message (new photo); article on gun safety (3 photos, with captions); article on road trooper (2 photos, no captions); article on seat belts (1 graphic); etc.

4. Photos and art work should accompany their articles and be clearly marked with article title and, when appropriate, with captions. If scanning your own photos, please do not imbed photos in your text files; send separate photo jpeg files. Also, do not enter your photo captions in PhotoShop; send captions separately, clearly marked to correspond to the photo files. Please scan your photos at 300 dpi in grayscale. If you are sending digital photos, please make sure that they are clearly marked showing the corresponding article, and that any captions are clearly keyed to the photos. For digital photos, use the highest resolution possible. A resolution of 72 (frequently used for web pages and for sending items to friends via email) is not satisfactory for print publication. Please edit your photos before sending them: a poor photo will not get better in the printing process. Also, try to select a few (1 to 8) photos that best illustrate the article; many shots of almost the same thing are not as effective as one or two photos that really tell the story. (An exception may be many photos of individuals receiving an award, or many photos of an annual meeting, etc. But, even in these instances, a good editing job on your part will tell the story in the most interesting way. Important: when saving either scanned or digital photos, do not condense them.

5. Cover photos should be submitted as color prints or color transparencies; do not submit color negatives for this purpose. Digital cover photos must be of the highest resolution possible — use a

camera with a 5.1 setting if possible. Cover photos must be vertical to fill up the entire page; horizontal photos will be cropped substantially if they are to print vertically, or will not fill the page if they are not cropped.

6. Indicate the order in which articles should appear. If the order is not indicated, we will assign one. We will arrange editorial and ad copy and assign page numbers. Please do not specify page numbers; discuss specific page placement with us, if necessary.

7. Author credits, reprint permission and/or information, etc., should accompany each article as appropriate.

8. All materials should be sent at the same time; work generally will not start on a magazine until all materials have been received. If you have everything but one article, or are just waiting for a cover photo, or perhaps a photo to round out an article, please do not hold the magazine up. Send all the materials you have with a clear list of what is yet to come and approximate date(s) it will be sent.
