On October 22, 2009 Lodge 2 Sussex County presented The Supreme Sacrifice Medal to the family of Patrolman Chad Spicer. With deep sympathy Al Gargano, President Lodge 2, gave the medal to the parents of Ptl. Spicer, Ruth Ann and Norman Spicer, Ptl. Chad Spicer was an outstanding police officer who had a great career in front of him, only to taken away by a suspect during a traffic stop. Spicer Supreme Sacrifice Medal Of Honor

On Sunday, November 1, FOP Lodge 5 sponsored a fundraiser for Aubry Spicer. The fundraiser was an all day affair at the Hockessin PAL. Everyone enjoyed watching the Eagles beat the Giants and the Vikings beat the Packers on a full movie screen television. The PAL center had a sold out crowd. Big D’s Pizza, Hooters Restaurant, Moe’s Southwest Grill and Cannons Bakery provided food the entire day. No one went home hungry. There was a silent auction and Chinese auction. The gifts provided by donations were unbelievable. At the end of the evening a 50/50 was held with the winner receiving over $300. A 52-inch TV was given as a door prize. After the event a substantial donation was given to the Aubry Spicer Trust Fund. Rob Schlecker of FOP Lodge 5 coordinated the event and did an outstanding job. FOP members from all over the state gave a hand to make the event a huge success. Since the untimely death of Patrolman Chad Spicer almost every FOP Lodge and the Delaware State Troopers Association have done fundraisers to suport the Aubry Spicer Trust Fund. All law enforcement officers of the State of Delaware remember their own and will always support their families.
Police Memorial Day May 6, 2009
On Wednesday May 6th, Police Memorial Day was held on the Green in front of Legislative Hall. The turnout was very good considering the weather forecast. Excellent remarks by President DiSabitino, Mrs. Markell representing the governor, Lt. Governor Matt Denn, The Honorable Rich Gebelin (Acting Attorney General), The Honorable Senator Thurman Adams, The Honorable Bob Gilligan, Speaker of the House, Delaware's Homeland Security Director, Sgt Vincent Fiscella,(President DSTA), and Mrs., Eleanor Allione, (President COPS). Chief McDerby informed the people in attendance that the State has given permission for a permanent police memorial to be erected on the Green. Rev. Major Thomas J. John Hanley 2008 FOP Member of the Year
Tuesday December 9, 2008 was the day allotted for the State Lodge of the Fraternal Order of Police to ring the bell for the Salvation Army. Numerous lodges participated in the annual event. Below are pictures of members of the New Castle County Police Lodge and the University of Delaware Lodge.
State Convention
The Delaware Fraternal Order of Police Biennial Convention was held October 9 2008 to October 11, 2008 in Ocean City, Maryland. Over 110 delegates attended. The first day of business was given to the State Board of Directors and each Lodge Trustee giving their yearly reports. Also several new By Laws were adopted. Also on the first day Chief McDerby of New Castle City PD did a presentation on the building of a Police Memorial next to Legislative Hall. in Dover. Law Enforcement Officers who died in the line of duty need to be remembered every day, not just during Police Memorial week in May. The second day of business was dedicated to each of the political candidates running for a federal office, Governor and Lieutenant Governor. Each candidate met with the delegates asking for the State Lodge endorsement. After hearing all the candidates the body voted on endorsements. Senator Biden, Representative Castle, and Judge Lee were endorsed. There was no consensus of opinion for Lt. Governor. After some discussion and one minor change the body voted and passed unanimously the Legislative Committee recommendations for the State House of Representatives and Senate candidates. Lodge 1 and and Lodge 5 also asked for endorsement for City and County Offices which was also approved. This year the State Lodge recognized several individual. Bill Thomas, Frank Spence, and John Hanley were recognized for their years of dedication and service to the State FOP. Also, Brian Douty was given his 2007 Member of the Year Award (Brian was unable to attend the Christmas Dinner). Lastly the State Lodge recognized Tom Pease. Tom was an associate member of Lodge 5. Tom was dedicated to the FOP, both Lodge 5 and the State Lodge. The State Lodge gave Tom's wife a piece of crystal with sentiments recognizing Tom's contributions. Also, the State Lodge Scholarship Fund was renamed in Tom's honor.

Police Memorial Day May 7, 2008 Police Memorial Day was held at Legislative Hall on Wednesday May 7, 2008. A day in which all citizens of Delaware remember our fallen brothers and sisters of law enforcement. This years event was a salute to our fallen comrades and present day law enforcement officers. The following dignitaries made excellent remarks:
Citizens put aside one day a year to remember and pay tribute to all fallen law enforcement officers, but the families and brother and sister law enforcement officers remember these heroes very day of their lives.

Approximately 80 people attended the dinner representing law enforcement agencies from throughout the state. Everyone had a great time mingling with friends and local politicians.

THE LAW ENFORCEMENT OFFICERS' SAFETY ACT Lodge 5 - New Castle County Police Retirees Qualify for the HR 218 Law
NEW CASTLE COUNTY POLICE ... FIRST DEPARTMENT IN THE STATE TO QUALIFY IT'S RETIREES UNDER THIS NEW LAW
On February 22, 2005, 40 of the 179 New Castle County Police Retirees responded to the notice sent out by County Police Colonel Dave McAllister, notifying them that the County Police Department was complying with the new federal law by staging a qualifying course for those that want to participate in this program.
Going further then the law now requires, the Colonel ran a refresher course to up-date those Retirees that have been away from the job for some time. Everyone was brought up to date on the latest laws and a new department policy was developed just to fit the new law requirements for Retirees. The Colonel supplied the Range Instructor and has issued new Retired Police Officer ID cards with the notice of "HR218 Qualified" inscribed on the ID card.

To all the New Castle County Retirees who are living out of state and want to qualify under HR 218... here is a bit of information that I found to help you acquire your permit.
If you are a Retiree from another state and living in Delaware you might want to check with the department that you retired from and see if they will issue you a card that complies with the HR218 Law. (that means a photo, retirement date, general information, signature)
Brother Jean Rothenburger (Our State Lodge Editor) was able to contact the McKnight Management Co. who publishes our Journal and with their help has established guidelines for future articles that we submit for publishing. He ask that you refer to the below guidelines: Editor Guidelines July 2003 1. It is the responsibility of the editor to compile all materials (articles, photographs, etc.) for the organization's publication. In addition, the editor should check grammar, spelling, accuracy and timeliness (where applicable) of all submitted materials. 2. All text materials should be sent on disk (zip, cd, or floppy) or by email. Please send copy in Word. We can translate other software, but Word is almost universally used. Materials should be in standard upper and lower case; do not send material in all caps. 3. Include a cover sheet listing all the items being sent, specifying any photos for each article. For example: presidents message (use pick up photo); exec. director's message (new photo); article on gun safety (3 photos, with captions); article on road trooper (2 photos, no captions); article on seat belts (1 graphic); etc. 4. Photos and art work should accompany their articles and be clearly marked with article title and, when appropriate, with captions. If scanning your own photos, please do not imbed photos in your text files; send separate photo jpeg files. Also, do not enter your photo captions in PhotoShop; send captions separately, clearly marked to correspond to the photo files. Please scan your photos at 300 dpi in grayscale. If you are sending digital photos, please make sure that they are clearly marked showing the corresponding article, and that any captions are clearly keyed to the photos. For digital photos, use the highest resolution possible. A resolution of 72 (frequently used for web pages and for sending items to friends via email) is not satisfactory for print publication. Please edit your photos before sending them: a poor photo will not get better in the printing process. Also, try to select a few (1 to 8) photos that best illustrate the article; many shots of almost the same thing are not as effective as one or two photos that really tell the story. (An exception may be many photos of individuals receiving an award, or many photos of an annual meeting, etc. But, even in these instances, a good editing job on your part will tell the story in the most interesting way. Important: when saving either scanned or digital photos, do not condense them. 5. Cover photos should be submitted as color prints or color transparencies; do not submit color negatives for this purpose. Digital cover photos must be of the highest resolution possible — use a camera with a 5.1 setting if possible. Cover photos must be vertical to fill up the entire page; horizontal photos will be cropped substantially if they are to print vertically, or will not fill the page if they are not cropped. 6. Indicate the order in which articles should appear. If the order is not indicated, we will assign one. We will arrange editorial and ad copy and assign page numbers. Please do not specify page numbers; discuss specific page placement with us, if necessary. 7. Author credits, reprint permission and/or information, etc., should accompany each article as appropriate. 8. All materials should be sent at the same time; work generally will not start on a magazine until all materials have been received. If you have everything but one article, or are just waiting for a cover photo, or perhaps a photo to round out an article, please do not hold the magazine up. Send all the materials you have with a clear list of what is yet to come and approximate date(s) it will be sent.
